ПОЛІТИКА США ЩОДО РЕГІОНУ ЗАХІДНИХ БАЛКАН
Анотація
Сполучені Штати Америки залишаються єдиною країною, яка має глобальну стратегічну присутність і можливості використання сили на світовому рівні. Так чи інакше, США залучені до всіх нагальних проблем і присутні у всіх гарячих точках світу. Саме США відіграли визначальну роль у врегулюванні локальних воєнних конфліктів в 90-і роки ХХ ст., що були спричинені розпадом СФРЮ. Проте незважаючи на значні ресурси як «жорсткої», так і «м’якої» сили, Сполучені Штати не змогли повністю взяти Західні Балкани під контроль. Протягом останніх двох десятиліть західнобалканський регіон досяг певної стабільності. Інтеграційна політика, всебічна (фінансова, економічна, політична, інституціональна) американська і європейська допомога мали позитивний результат – Словенія і Хорватія увійшли до Європейського Союзу і НАТО; Албанія, Північна Македонія та Чорногорія стали членами Альянсу. Однак, всупереч позитивним змінам, регіон залишається ареною численних невирішених проблем. Серед них територіальні суперечки, посилення авторитарних режимів, корупція, низький рівень життя тощо. Крім того, поступове перетворення глобального світоустрою з однополярного на багатополярний зробило Західні Балкани полем конкуренції між головними акторами – США, ЄС, Китаєм, Росією. Наразі можна констатувати, що західнобалканський регіон характеризується значною нестабільністю через, по-перше, невирішеність внутрішніх проблем, по-друге, через невизначеність зон впливу глобальних та регіональних гравців. Політика США щодо регіону Західні Балкани (РЗБ) за останні тридцять років еволюціонувала від активного втручання до дипломатичної присутності і певної фінансової допомоги. В ХХІ ст. західнобалканський регіон вийшов з зони стратегічних інтересів США. У Вашингтоні взяв гору підхід, що відповідальним за розвиток РЗБ має бути Європейський Союз. Однак, навіть нинішня ізоляціоністська адміністрація Д. Трампа, з її підходом «Америка понад усе» не означає «Америка ігнорує», тож Вашингтон продовжує впливати на розвиток РЗБ.
