UKRAINE’S FOREIGN POLICY STRATEGY IN THE CONTEXT OF ARMED CONFLICT: DIPLOMATIC INSTRUMENTS AND INTERNATIONAL SUPPORT
Abstract
The full-scale war unleashed by Russia against Ukraine transformed the content of the state and society’s activities in the foreign policy dimension, creating a dangerous con- frontation between world centers of influence. The present is characterized by a change in the priorities and means of Ukrainian diplomacy, forming a unique experience of activity on the world stage. The purpose of the study is to analyze diplomatic instru- ments and international support in the context of forming Ukraine’s foreign policy strat- egy during the war. The article examines the factors of destabilization of international security in conditions of armed conflict, which entails a systematic violation of the norms and requirements of international humanitarian law. The goals and objectives of Kyiv’s military diplomacy are clarified. The main achievements and problems of Ukrainian diplomacy in conditions of war are analyzed. The significance of international support in ensuring basic legal guarantees in crisis periods of military conflicts is substantiated. The characteristic features of Ukrainian foreign policy in wartime are highlighted, in particular: a noticeable increase in activity and initiative in foreign policy activities, the introduction of new instruments of public democracy (including targeted speeches before parliamentarians from different countries of the world), the concentration of key areas of foreign relations at the presidential level, attempts to expand and strengthen the political and diplomatic presence in “problematic” regions of the world for Ukraine. Emphasis is placed on the need to develop and practically implement international legislative norms and a tough sanctions policy regarding the system of guarantees of observance of basic humanitarian rights. It is proven that the current foreign policy course of Ukraine, focused on effective resistance to Russian aggression and the vectority of the movement towards the EU and NATO, receives a positive public assessment and is supported by the majority of the country’s citizens.
