THE POTENTIAL OF U.S. INTERNATIONAL ACTIVITY AS A FACTOR IN SHAPING ITS FOREIGN POLICY PRIORITIES

Abstract
This article explores how the United States’ extensive global capabilities shape its foreign policy priorities. The subject of analysis is the USA’s «potential for international engage- ment», encompassing the nation’s economic, military, diplomatic, and technological resourc- es. We conduct a detailed review of existing scholarly works, publications, and statistical data illustrating the USA’s role as a world leader and its response to emerging challenges. In particular, we consider the U.S. share of the global economy around 26% of world GDP, its defense budget USD 916 billion in 2023, the world’s largest, and its global network of military bases 128 overseas bases in 49 countries. We systematize U.S. foreign policy priori- ties based on public opinion surveys focusing on counterterrorism, non-proliferation, energy security, allied support, etc. and official strategic documents. The study demonstrates that amid a transforming world order and intensifying competition with China and Russia, the US – as a powerful «global policeman» – maintains priorities aimed at preserving leader- ship in traditional military and diplomatic domains while increasing its role in emerging technological, informational fields. It finds that the high level of international engagement imposes a distinctive «footprint» on U.S. foreign policy: on one hand, there are growing demands especially among Republicans for burden-sharing of global security by allies; on the other hand, the U.S. upholds global responsibilities in security and economy. The methods include theoretical-analytical review, comparative analysis of statistical data, and expert assessments. The results indicate that the U.S. potential for international engagement correlates directly with its foreign policy priorities, which are predominantly centered on securing national security, economic prosperity, and countering global threats.
