PHILOSOPHICAL MEANING OF CONTEMPORARY GEOPOLITICAL TRANSFORMATIONS

Abstract

The article examines the specifics of the modern geopolitical situation, the beginning of which dates back to the end of the Cold War and the collapse of the USSR. The author’s view of the modern geopolitical situation is offered from the point of view of the cultural and value dimension of geopolitical transformations as peculiar cycles of the evolution of the species «homo sapiens». The specifics of the modern geopolitical transformation are determined as one that takes place against the background of the devaluation of the human mind in favor of artificial intelligence, the absence of a generally understood value perspective for the development of humanity. This may indicate a certain evolu- tionary deadlock in the development of the species «homo sapiens» or a bifurcation point in the further evolution of the species with catastrophic consequences for basic human values. The author suggests that European rationalism with its humanistic pathos of the omnipotence of the human mind is devalued, and a new mental order will be formed on the cult of artificial intelligence, its «priests» and «patrons». National – political identity and its guarantor – the national state will be replaced by cultural – political identity within the framework of «large spaces» of the imperial type. New state forma- tions will be protected from intellectual influence on each other analogue of the «Great Firewall of China». Accordingly, the modern capitalist world-system with its globalized market will lose its significance in the world economy. The world economy will be seg- mented according to geopolitical ties on the basis of new imperial – state interests. The world-historical irony will be that the Internet, which appeared in a liberal democratic state, where its emergence was initially declared (“Declaration of the Independence of Cyberspace” by J.P. Barlow) as the emergence of a “new home of Reason”, independent of the state, will later become a factor in strengthening state control over intellectual freedom and totalitarianizing the state itself. But the cult of artificial intelligence is vulnerable. Its vulnerability is not that it will not be able to equal and surpass human intelligence. The facts prove that it can match and surpass. The paradox is not that artificial intelligence can generate text that is indistinguishable from that created by humans, but that humans from time to time create «superhuman» texts. They become a source of innovation in human consciousness through creativity, which determines the specific evolution of the species. And this is how it differs from artificial intelligence, which imitates human intelligence. You can feed a computer any amount of information you want and even program it to search for a new paradigm for processing information. But the paradigm or even several paradigms proposed by the computer cannot be tested not only evolutionary experience, but even historical experience, as they will encounter the diversity of subjects of the current historical moment. In the absence of evolutionary experience, decisions about the superiority of a particular computer paradigm will be made by people with imperfect intelligence but «long willpower.»
